Hi,I would like to know if one gets spotted grunter in cape town waters,I caught a few at struis and kleinbrak but no spotted grunters in false bay

Yes, their distribution stretches all the way along the warmer waters of the South African coastline up until false bay.
Although not caught in abundance, there should be the odd specimen around, as you will notice in the Two Oceans aquarium.
I believe they prefer the warmer waters and hence the scarcity this side. If you do catch one around here, consider yourself very lucky.
You can always target the steenies, hoping for a grunter, but best bet would be (as you mentioned) to head a little further south.
